In order to increase muscle and strength your body must be forced to adapt to a physical stress above and beyond what it has previously experienced.

For example let's say you start off my lifting on flat bare-bell bench press 3 sets of 5 reps with 205 lbs. Now, if you continue to lift that same weight 205 lbs for the same 3 sets of 5 reps for the next 5 years you will not gain ANY new muscle or strength at all. Because there was no progressive overload. Your body has already adapted to this stressor and has built the muscle and strength you need to perform this exercise. So to get bigger and stronger you can either increase the weight you are lifting keep the weight the same and increase the reps per set. Either way you are exposing your body to a stress it has not experienced before. You do not have to constantly increase the weights you can increase reps per set or amount of sets per workout to apply the principle of progressive overload.
